I agree, Picture Polish Majesty might not be everybodies choice of a neutral - but then Sahrish Adeel, the blogger behind this Collaboration shade - claimed that she wanted to create a shade that is suitable for all skin tones and can equally be used on its own or layered. Now this is a perfect description of a neutral - no?

I applied three effortless coats over Essence XXL Nail Thickener. Everything about Picture Polish Majesty is perfect: Color, the foil, shimmer and holo particles, the formula, the drying time.... le big sigh!!!
I buy my Picture Polish with either Harlow & Co, Llarowe or Pshiiit Boutique.
